Implementation Opinions on Constructing Blessed Tai’an for Healthcare and Old-Age Services

To further speed up the city’s medical and health industry’s development, promote the construction ofthe    blessed place for healthcare and old-age services, and promote the health undertaking and economic and  socialcoordination, we have hereby formulated these Implementation Opinions in light of our municipal status quo.

I. General requirements

We should uphold Xi Jinping’s Socialism with Chinese characteristics in the new era as guidelines, systematically carry out the “Health China 2030” Outline, give full play to our municipal advantages in ecological environment, cultural tourism, medical resources, and traffic location, stay unrested in introducing superior resources and exploring for innovative development modes through policy guidance, innovative mechanism and element supports, so as to advance in-depth integration of medical rehabilitation, healthcare & maintenance, and tourism & relaxation, and add vitality to social and economic development in Tai’an.

II. Development objectives

By the end of the 14th Five Years Plan, the urban and rural public health and medical system should have become much more complete, with more rational deployment of medical institutes, a sound policies support system, and an industrial-school-R&D system established in a more favorable environment to have developed various healthcare products to ensure the robust development of immunity economy, to form a medical rehabilitation, healthcare & maintenance, and recreation & fitness featuring health industry chain. Along with the stronger and bigger great healthcare industry covering biological medicine, medical apparatus & instruments, sports and recreation activities, and health and fitness rehabilitation, the healthcare and old-age services industry under the theme of “Old-age life in Tai’an, wellbeing around Tai’shan”, we should have basically constructed a full-life circle covering medical and healthcare industry system, making Tai’an a first rate medical and healthcare base in Shandong Province that boasts nationwide reputation.

III. Main tasks

(i) Promote overall medical and healthcare services. We should build up a complete urban and rural public health system, with optimal medical and healthcare resources deployed to enhance major diseases and infectious diseases prevention and cure capacity, and promote balanced development of urban and rural medical resources. We should mobilize various social efforts into medical and health industry, and give priority to developing those needed fields, to form a diversified medical development scenario. We should set up a group of medical and recreation institutions, and help the existing ones to upgrade. We can help form urban medical and healthcare groups, county level medical and health communities, specialized hospitals leagues, and regional tele-medicine coordination networks, advancing superior medical resources’ going down to serve less advantageous people, and gradually realizing homogenous medical and healthcare services management. We can promote the sharing of major equipment and mutual recognition of checkup results, guiding the development of processional third part services bodies in medical examination, medical imaging center, pathology center, formulation center and sterilization & supply center. We should promote high-end medical services, making more efforts to develop precision medical technologies represented by gene therapy, proton & heavy ion treatment, immunity cell therapy, and stem cell treatment. Referring to the experiences of some developed regions, we can explore the way to build an international medical conversion pilot zone, and seek for favorable policy support to lower the threshold for introducing cutting-edge medical technologies and enhancing their clinical applications. Those counties (cities and districts) and functioning zones with favorable conditions are supported to build a batch of special hospitals parks, giving priority to introduce internationally and domestically high-end special hospitals and encouraging their cluster development.

(ii) Develop innovative bio-medical and high-end medical apparatus & instrument industry. Centering on gene engineering and new generation vaccines, we should speed up the development of recombinant monocional antibody medicines, new type of recombinant protein medicines, blood products, biological diagnosis reagents and other novel bio-tech medicines, promote innovative development of original medicines for preventing and curing major diseases, and stress on advancing R&D od high-concentration vitamin C, stem cells, biological peptides and other products and their industrialization. We should speed up the development of medical apparatus and instruments industry, focus on the development and production of brain-machine combined rehabilitation equipment, orthopedics department implantable medical devices and disposable consumables and other products, to promote the development of medical apparatus & instrument, and medical facilities. In light of household, community, medical institutes and other environment, we can develop health management wearable devices, portable & self-service health monitoring devices, smart old-age monitoring devices, assistive rehabilitation devices, and home service robots, to facilitate medical and healthcare combined services’ convenience, precision and efficiency. We should have comprehensive deployment of the smart terminals and wearable devices industry covering intelligent monitoring, non-invasive physical detection, smart rehabilitation, remote monitoring, and smart assistive instruments and appliances, supporting existing high-tech enterprises, smart equipment and biomedical enterprises’ development and upgrading, to gradually form a high-end medical instrument industry cluster.  

(iii) Speed up the development of the healthcare and old-age services industry. We should work out complete support policies, and enhance medical and old-age services integration.Facilitating those integrated institutes to enjoy all favorable support policies in medical treatment, health insurance and old-age services. We can research into medical and old-age services integrated institutes grading standard, nursing assistants training standard, and disability rating standard, to further standardize medical and old-age service combination management. We should speed up the construction of Taishan Medical and Old-age Services Center (Phase II), develop rehabilitation and wellbeing, sojourning old-age services, recreation and vocation “migrant birds” old-age services, aging education, and old-age cultural activities, to build a “residence, support, rehabilitation, treatment, recreation and repairing” integrated healthcare and old-age services base, to make an intelligent old-age services model. We should spare no efforts in developing community-based medical and old-age integration services, cultivating some community-based medical and old-age services providers, and building up a batch of nursing institutes and healthcare and old-age services communities. We should enhance the services capability of grass-roots healthcare institutes, better healthcare management for older people, and provide daily nursing, chronic disease caring, rehabilitation, healthcare education and consultation, traditional Chinese medicine life cultivation and health preservation services. We should extend the supplies for the old-age industry, developing and making functional clothing, smart daily supporting products, and safe & convenient old-age nursing products, rehabilitation training & health enhancing support devices and other old-age products, and facilitating their innovation and upgrading in various fields, to promote the robust development of the old-age industry in the fields of old-age daily care, old-age articles and utensils, health services, physical fitness, tourism, cultural recreation and so on. The internet, IoT and other technique means can be employed to develop innovative living, community services and industrial development mode for the aged. We can put together resources in housekeeping, property management, catering, logistics, and health resources to form a diversified home and community centered old-age services supply system, vigorously constructing an inter-connected comprehensive information management system for old-age services.

(iv) Upgrade the cultural tourism healthcare & old-age services industry. We should give full play to hilly lands, forests, hot springs, rivers & lakes and other tourism resources to vigorously develop fitness, rehabilitation, gourmet food, and cultural experience relaxation & resort products, staying unrested in enriching our health tourism, and building up a batch of distinctive health tourist brands. Centering on our historical, humanity, cultural & tourist resources, we should extend the distinctive catering industrial chain, helping distinctive catering products to become tourist commodities, and designing and developing tourist-friendly gourmet food tourist commodities. We should enhance health and tourism integration, encouraging superior medical instates, old-age service providers, tourist services institutes, and travel & recreation base cooperation, enhancing industrial integration of tourism with traditional Chinese medicine, sports, and old-age services, and vigorously developing a batch of traditional Chines medicine health maintenance, hot spring and bathing, old-age learning, sojourning old-age services and other health tourism products, building a distinctive health tourism route, and creating a provincial level cultural tourism and old-age services integration pilot zones. We should continue our harnessing of hilly, river, lake, forest, cropland and grass land, carrying out a strict water resources management system. Based on scientific verification, we should promote comprehensive utilization of Taishan Spring (mineral water), and build up the “superior mountain and water” brand of Tai’an.

(v) Vigorously develop the fitness and sports industry. We should promote in-depth integration of nationwide fitness and health, encouraging the mass to combine fitness with sports activities, developing some distinctive industrial cluster zones in sports products development, manufacturing, sales and sports competition show, and fitness and recreation, and guiding common people’s sports and fitness recreation consumption upgrading. We should encourage sports, culture and education integration, supporting and guiding social efforts to participate in sports venues construction and operation management, encouraging social investments into opening sports and recreation, fitness measurement and athletic rehabilitation organizations, and supporting enterprises to host commercial sports events. We should popularize “exercise prescription” and cultivate high-end sports and fitness recreation products, facilitating high-end fitness and recreation industry to have specialized functional brand development to build up some internationally well-known recreation cities.

(vi) Arduously develop the traditional Chinese medicine health industry. We should establish a sound traditional Chinese medicine health services system, supporting traditional Chinese medicine’s inheritance and innovation, enhancing the construction of key specialized hospitals, improving our traditional Chinese medicine’s clinic services capability for critical and severe cases and complicated diseases, and clinic services capacity for traditional Chinese medicine’s advantageous diseases. We should support grass-roots medical and healthcare institutions to popularize suitable traditional Chinese medicine techniques, and strengthen the construction of traditional Chinese medicine integrated services zones (Guoyitang, or literally National Medical Hall, and Zhongyiguan, or literally Chinese Medical Hall). We should carry out the health project of preventing diseases by traditional Chinese medicine, developing traditional Chinese medicine life cultivation and health preservation techniques and products, and providing standard traditional medicine health intervention services. We should speed up traditional Chinese medicine’s industrial development, integrating medical institutes, life cultivation and health preservation institutes, tourist services institutes, life cultivation & health preservation products together into production and operation enterprises, to provide all-around traditional Chinese life cultivation and health preservation services. We should promote the combination of traditional Chinese medicine with old-age services, supporting old-age services institutes to integrate distinctive traditional Chinese medicine old-age life cultivation and life preservation, medical, rehabilitation and nursing together, and encouraging traditional Chinese medicine hospitals to open or work with others to open traditional Chinese medicine-featuring medical and old-age services institutes. We should vigorously develop precious local medical herbs in Mount. Taishan, bettering seedling breeding and standard plantation of Taishan polygonum multiflorum, lanceolatae, rhiizoma polyhgonati, and lithospermum and other traditional Chinese medicine herbs, building a batch of standard planation bases for distinctive local national standard conforming geo-authentic crude drugs. We can cultivate a batch of key traditional Chinese medicine industry projects, vigorously introducing modern traditional Chinese medicine R&D projects, and supporting traditional Chinese medicine enterprises to grow stronger and bigger. We can develop a traditional Chinese medicinal materials processing industry represented by red-rooted salvia processing, developing herb cuisine, medicinal liquor, herb tea, health products and other in-depth processing products, to support those traditional Chinese medicine pharmaceutical enterprises with strong R&D capability to develop experimental new generation traditional Chinese medicine decoction pieces.

(vii) Develop a stronger healthy agriculture industry. We can pay close attention to build a health agricultural industry zone featuring green food, healthy food, and healthcare food, building a health food export base, and sparing no efforts in developing nuisance-free agricultural produces, green food, organic produces, and geographical indicator products. We should encourage the development of medicine and food combined products, facilitating medicine and food combined products’ upgrading, and vigorously promoting deep processing of medicine and food combined produces like Taishan tea, Chinese chestnut, walnut, Taishan rhizoma polygonati, Taishan lanceolatae, Taishan lucid ganoderma, burdock, Ningyang dates and so on, and developing healthy green meat, eggs ,milk and grain health-care foods. Strengthen research on functional agricultural technology, comprehensively adopt agricultural technology, bioengineering and bio-nutrition technology and so on, and develop functional agricultural products rich in selenium, zinc and calcium, and health foods such as wheat and aleurone layer.We should build a batch of functional agricultural produce production bases, and health food industry pilots, building up a batch of influential brands, and facilitating ecologically-distinctive food industry to have new breakthrough. We should stick to the principle of introduction and cultivation combination, taking modern livestock industry demo farms and parks construction as an effective means to introduce and cultivate a batch of domestically influential and industry-driving leading enterprises, to enhance the quality, benefits and competitiveness of the livestock husbandry in Tai’an.

(viii) Promote sci-tech innovation and health industry integration. We should cultivate new “Internet + healthcare” services, actively promoting big data of health to be applied in the fields of medical and health care industrial governance, medical clinics and development, public health, and intelligent medical equipment. We should promote “internet hospital” and “intelligent hospital” programs construction, building up a complete long-distance medical service system, and constantly optimizing intelligent healthcare and medical convenience services. We can encourage enterprises to have independent R&D, building up a complete corporate technological innovation system, and enhancing core corporate technological competence. We should speed up the construction of Shandong Intelligent Healthcare and Old-age Services Community, encouraging health industry enterprises, R&D institutes, and services bodies to make joint efforts for major technological breakthrough. We can strength cooperation with enterprises and scientific institutes and colleges, speeding up scientific outcome conversion and application in the health field.

IV. Supporting measures

(i) Enhance organizational leadership. Relevant departments and units at various levels need to improve their organizational leadership in developing the health care and old-age service industry, mobilizing their vitality in the market, expanding production scales, optimizing industrial structure and improving social and economic returns. They should enhance communication and coordination, working together closely to make concerted efforts, coordinating with different trades, plans and upstream and downstream linkage, and solving concrete problems in the industrial development process to advance the industrial development in a unified manner.

(ii) Provide complete policy guarantee. We can sort out relevant policies in the health care and old-age services industry, more vigorously supporting the industry in financial support, land supply, taxation reference, and technological innovation. We should expand the financing channels, exploring fund application modes, supporting industrial chain concentration, and giving priority to introducing investment promotion projects and integrating industrial resources. We should assiduously carry out various national and provincial preferential policies, researching into and formulating some preferential support measures based on our municipal status quo, establishing a sound incentive mechanism and breaking through the policy bottleneck and constraint in the healthcare and old-age services industry.    

(iii) Optimize development environment. We should establish an open, transparent, equal and standard access system for the healthcare and old-age services industry. We can explore the management approach combining positive guidance with negative listing to develop the industry, simplifying project approval steps, optimizing the approval procedures, and establishing a market-access and key project approval “green channel”. We should establish a complete industrial operation mechanism, encouraging relevant enterprises to set up social organizations and industrial associations in the industry. We should support the industrial associations to participate in the management of the industry, playing the roles of coordinator, server and supervisor, and formulating relevant industrial specifications to enhance self-discipline in this industry. We should standardize the operation of the health services bodies and producers, strengthening quality assurance supervision and daily market monitoring, and earnestly looking into and addressing any illegal conduct.

(iv) Strengthen talents cultivation. We should actively introduce internationally pioneering talents and high-end innovation teams in the healthcare and old-age services industry to start up business and prosper in Tai’an. We need to enhance local industry-school-research cooperation, establishing a complete healthcare and old-age services vocational education system, supporting Shandong Medical Technicians College, Taishan Nursing Vocational College and other colleges to offer relevant programs, and establishing a specialized, standard, professional talents cultivation mechanism, to provide strong talent guarantee for the development of the health care and old-age services industry.

(v) Pay attention to publicity guidance. We should widely promote the wide concept of “great health”, guiding people to form a correct healthy consumption concept, and lead a healthy life style. We should ensure standard publicity coverage of medicine, healthcare food and medical institutes, punishing any fake or unreal report, and building up a favorable health consumption environment. We should vigorously prepare the industrial development show and trade fair, lifting up the reputation of this industry and relevant products in the health care and old-age industry in Tai’an, helping the industry to grow bigger and stronger.
